Sometimes, and it depends on timing more than anything else. Salt still sitting on the surface rinses away in a few minutes. Salt that has already moved into the muscle doesn't come back out just because you run the meat under a faucet — that's not how dry brining works, and it's why a mistake made an hour ago behaves completely differently from the same mistake made yesterday.
Where the salt actually goes, and how fast
Dry brining runs in two stages, not one. Salting the surface first pulls moisture out of the meat by osmosis, which is why a salted chicken breast looks wet and beaded within minutes. That surface liquid dissolves the salt into a small, concentrated puddle sitting right on top of the meat. Then diffusion takes over. That concentrated brine gets pulled back in, and it carries the dissolved salt with it, deep into the muscle, as it goes.
The second stage is slow. A chicken breast or a stack of pork chops can finish reabsorbing in under an hour. A whole turkey or a thick roast is still moving salt inward a full day later. So how oversalted a piece of meat turns out to be depends on where it sits on that timeline. Freshly salted meat still has most of its salt in a puddle on the surface. Meat that rested overnight has that same salt spread edge to edge, and there's no puddle left to rinse away.
Why table salt is usually the actual cause
The single most common reason a dry brine turns out too salty isn't measuring wrong. It's measuring the wrong salt. Kosher salt crystals are large and irregular, so a given volume has a lot of air trapped between the grains. Table salt crystals are small and pack tight, so the same teaspoon holds close to double the actual salt by weight. A recipe written for kosher salt and followed with table salt at the same volume doesn't apply somewhat more salt. It applies roughly twice as much.

Morton's crystals sit closer to table salt in density than to Diamond Crystal, which is exactly why "just use kosher salt" isn't specific enough advice on its own.
Can this batch be saved
If the meat is still raw and was salted within the last hour, rinse it well and pat it completely dry. Most of the salt is still on the surface at that point, so most of it comes off.
If it's raw but has rested for several hours or overnight, rinsing only strips a thin outer film. What already diffused inward stays inward, and the meat won't taste noticeably less salty for the trouble.
If it's already cooked, there's no way to pull sodium back out of cooked muscle. The only fix that actually works is dilution: unsalted rice, unsalted mashed potatoes, an unsalted sauce, more of everything else on the plate. Each bite ends up carrying less of the meat's salt relative to the food around it.
What it should look like before it goes in the oven
A dry brine that's finished doing its job leaves the surface dry and matte, not wet or glossy. Touch it — it should feel dry, almost tacky, not slick. That's the sign the surface moisture, and the salt riding along with it, has fully moved back into the meat.
If the surface still looks wet or beaded with liquid, it needs more time. If you can see undissolved salt crystals sitting on top, a white grit that never fully dissolved into the surface moisture, that's too much salt for the amount of liquid the meat pulled out. Brush the loose crystals off before cooking. Left in place, those grains land directly on the tongue instead of getting distributed through the meat, so the surface tastes sharply salty even when the interior is fine.
Keep it cold the whole time
Dry brining should happen in the refrigerator, not on the counter. For most of the process the meat is sitting under a salty, moist film for hours at a stretch, which is exactly the kind of surface bacteria find useful. A short uncovered rest at the very end — thirty to sixty minutes, to help skin crisp before a hot sear or roast — is fine. The multi-hour salting stage itself is not a counter job.

A kitchen scale removes the crystal-density guesswork entirely. Aim for roughly 0.5 to 1 percent of the meat's weight in salt — a working range, not a hard line — and you'll land in the same place every time regardless of which salt is in the box.
